Amends Section 2-33a of the general statutes to redefine "increase in inflation" as the increase in the consumer price index for urban consumers during the preceding 24-month period ending December 31st, using U.S. Bureau of Labor Statistics data.

Redefines "general budget expenditures" to mean expenditures from appropriated funds authorized by public or special act of the General Assembly, excluding debt service payments and expenditures under Section 4-30a.

Prohibits amounts exceeding the constitutional spending cap from being counted as "general budget expenditures" in future years' spending cap calculations.

Requires a three-fifths majority vote in both chambers of the General Assembly to enact these amendments.
