Repeals and replaces Section 2-24b of the general statutes regarding racial and ethnic impact statements, effective October 1, 2017.

Changes the trigger for preparing racial and ethnic impact statements from automatic preparation to preparation "at the request of any member of the General Assembly" for bills and amendments that could affect the pretrial or sentenced correctional population.

Updates the start date for the racial and ethnic impact statement process from January 7, 2009 to February 7, 2018.

Allows the joint standing committee on judiciary to "may" (rather than "shall") make recommendations for joint rules governing the procedure, content, and types of bills requiring such statements.
