Expands the South Central Connecticut Regional Water Authority's authority to invest in businesses related to water, energy, agriculture, or the environment, beyond the previous limitation to only water or environmental activities.

Maintains the existing investment cap of five percent of the authority's net utility plant for such noncore business investments made on and after June 30, 2013.

Requires approval from the majority of the representative policy board's weighted votes for any single investment in these noncore businesses exceeding one million dollars.

Identifies open space programs as a specific investment focus the authority may pursue under this expanded authority.

Effective upon passage and amends Special Act 77-98, Sections 1 and 19.
