Requires the Connecticut Health Insurance Exchange to submit any proposed increase in assessments or user fees charged to health carriers to the joint standing committee on insurance for prior legislative approval.

Establishes a 60-day review period for the insurance committee; if the committee does not act within this timeframe, the proposed increase or fee change is deemed denied.

Grants the exchange authority to implement and change methods of calculating assessments or user fees, subject to the same legislative approval requirement as increases in fee amounts.

Clarifies that exchange subsidiaries are prohibited from exercising powers related to charging assessments or user fees, which remain reserved exclusively to the exchange.

Takes effect October 1, 2017, and amends sections 38a-1083 and 38a-1093 of the Connecticut general statutes.
