Requires the Department of Public Health to issue uncertified copies of original birth certificates to adopted persons age 18 or older, their children, or grandchildren regardless of when the adoption was finalized.

Permits adopted persons age 18 or older whose adoption was finalized in the state but who cannot obtain an original birth certificate to petition a court or child-placing agency for identifying information of birth parents from the original certificate.

Applies to adopted persons born outside of the state who are unable to obtain original birth certificates despite good faith efforts by the Department of Public Health.
