Requires the Department of Energy and Environmental Protection to competitively solicit proposals to purchase energy, capacity, and renewable attributes from baseload Class I renewable energy facilities that began operation on or after December 1, 2013

Restricts eligible facilities to those providing a waste stream management benefit in accordance with the state's Comprehensive Materials Management Strategy

Limits power purchase agreements to a maximum of 10 megawatts total capacity across all selected proposals

Restricts power purchase agreement terms to no more than 15 years in duration

Requires electric distribution companies to enter into selected power purchase agreements on or before December 31, 2017
