Repeals and replaces Section 18-98e governing the risk reduction credit program for inmates sentenced for crimes committed on or after October 1, 1994.

Expands ineligibility for risk reduction credits to include convictions for sections 53a-59, 53a-59a, 53a-59c, and 53a-70 in addition to previously excluded offenses.

Requires the Commissioner of Correction to adopt formal regulations by January 1, 2018 detailing policies for calculating credits, determining inmate eligibility, phasing in retroactive credits, and provisions for forfeiture or exclusion from the program.

Maintains the maximum of 5 days per month in risk reduction credits earned for adherence to accountability plans, program participation, and good conduct, with credits requiring more than conduct alone.

Effective October 1, 2017.
