Establishes a task force to study humane treatment of animals in municipal and regional shelters, including standards, education, training, and regulations for animal control officers.

Expands the definition of animal abuse to include failure to provide proper shelter and failure to properly confine animals.

Task force membership includes the Commissioner of Agriculture, two House members (one from animal welfare organization, one police officer), two Senate members (one animal control officer, one judicial representative), plus five additional appointees representing veterinarians, local officials, and volunteers.

Requires all appointments be made within 30 days of the effective date, with the first meeting held within 60 days.

Task force must submit findings and recommendations to relevant General Assembly committees by January 1, 2018, and terminates upon submission of the report or January 1, 2018, whichever is later.
