Department of Housing shall create a one-page document by February 1, 2018, listing primary rights of public housing residents in plain language, with versions in English and Spanish.

Document shall include nine primary rights: right to decent safe housing, fair complaint procedures, participation in housing authority policies, voting for board member, organizing residents' associations, advance notice of board meetings, access to housing authority budget, free speech without retaliation, and contact information for the Commission on Human Rights and Opportunities.

Housing authorities must post the rights document conspicuously in common areas and distribute copies to all public housing residents by regulations to be adopted by March 1, 2018.

"Public housing" defined as state or federally subsidized multifamily housing operated by a housing authority.

Effective October 1, 2017.
