Waives the June 30, 2016 deadline for submitting completed grant applications for RHAM High School and RHAM Middle School construction projects in Region 8.

Extends the application deadline to June 30, 2018 for these projects to be considered for the school construction priority list in the 2017 legislative session.

Waives the requirement for local funding authorization prior to application submission, allowing authorization to be filed with the completed grant application by the new deadline.

Directs the Commissioner of Administrative Services to give review and approval priority to these RHAM school building projects once a complete application with local cost-sharing authorization is filed by June 30, 2018.
