Extends budget reduction provisions for school districts experiencing enrollment declines through fiscal year ending June 30, 2019 (previously ended June 30, 2017).

Removes requirement that districts have 20% or greater free/reduced price lunch eligibility to qualify for enrollment-based budget reductions, allowing any district with declining enrollment to reduce budgets.

Eliminates the 1.5% cap on budget reductions for districts with high free/reduced lunch populations and the 3% cap for districts with low free/reduced lunch populations.

Adds new provision allowing towns with aid reductions to reduce education budgets by an amount equal to the aid reduction.

Maintains restrictions preventing alliance districts, top 10% performing districts, and newly established regional school district member towns from reducing budgets under these provisions.
