Amends Connecticut's stream flow regulations to explicitly include withdrawals for commercial bottled water operations as a data consideration when the Commissioner of Energy and Environmental Protection develops flow management plans for river and stream systems.

Requires that stream flow regulations be based on best available science including locations of registered, permitted, and proposed diversions and withdrawals, with commercial bottled water operations specifically identified as a factor to consider.

Modifies the state water plan requirements to explicitly account for commercial bottled water operations as a desired use of water bodies alongside ecological, recreational, agricultural, industrial and other commercial uses.

Both amendments take effect upon passage and apply to future regulations and water planning decisions developed by the state.
