Establishes the Council on Medical Assistance Program Oversight to advise the Commissioner of Social Services on planning and implementation of the HUSKY Health program and Medicaid care management initiatives, effective October 1, 2017

Council composition includes legislative leadership, representatives from managed care organizations, insurance industry, Medicaid advocates, healthcare providers, nursing homes, hospitals, and designees from multiple state departments and agencies

Council shall monitor and make recommendations on enrollment processes, provider networks, provider rates, care management participation, quality measures, grievance procedures, eligibility levels, benefits, and coordination with health care reforms

Commissioner of Social Services must provide monthly reports to the council on policy changes, proposed regulations, and quarterly financial reports broken down by covered Medicaid population

Establishes a standing subcommittee within the council to study and make recommendations on support systems for children and young adults with developmental disabilities, with reports due July 1, 2017 and January 1, 2018
