Directs the Commissioner of Children and Families, in consultation with the Commissioner of Public Health, to establish a program to evaluate children's health throughout the state, effective July 1, 2017.

Requires the commissioners to report findings from the health evaluation program to the joint standing committee of the General Assembly having cognizance of matters relating to children on or before February 1, 2018.

Program shall be established within available appropriations, with no new funding mechanism specified.
