Reduces participant cost-sharing for the Connecticut Home-Care Program for the Elderly from nine percent to seven percent of care costs for eligible individuals.

Expands asset limits for program eligibility to $40,000 for single individuals and $65,000 for married couples, replacing the previous federal poverty-based calculation method.

Exempts individuals residing in affordable housing under the assisted living demonstration project from cost contributions if their income is at or below 200 percent of the federal poverty level.

Maintains eligibility requirements for applicants in fiscal years 2016 and 2017 limiting the state-funded program to persons requiring nursing home level of care, except those in the assisted living demonstration project.

Effective July 1, 2017.
