Requires the Department of Social Services to submit program guidelines and bulletins to the joint standing committee on human services at least 60 days before dissemination for review.

Exempts guidelines or bulletins addressing immediate health or safety concerns or federal requirements with imminent implementation deadlines from the 60-day review period.

Maintains existing requirement that departmental policies be adopted as regulations under chapter 54, except those conforming to federal or joint federal-state program requirements.

Mandates online publication of state medical services and public assistance manuals linked to the eRegulations System.

Effective date: July 1, 2017.
