Repeals and replaces Section 17b-85 of the general statutes, effective July 1, 2017, regarding notification requirements for public assistance recipients who receive property, wages, income, or resources.

Requires recipients of state supplement, medical assistance, temporary family assistance, or general assistance programs to notify the commissioner within ten days of obtaining knowledge of or receiving any property, wages, income, or resources, unless good cause is established.

Prohibits public assistance recipients from selling, assigning, transferring, encumbering, or disposing of property without the commissioner's consent.

Limits commissioner's consent decisions to a maximum of ten business days and requires the commissioner to treat property transfers approved with consent as superior to any state liens placed after the transfer is recorded.

Maintains reporting requirements for changes in application information within ten days, with supplemental nutrition assistance program participants subject to requirements established in accordance with applicable federal law.
