Requires the Commissioner of Social Services to set payment rates for family caregivers equal to rates for non-family professional caregivers providing the same services, effective July 1, 2017.

Allows Medicaid to pay for eligible services provided up to three months before application if the applicant has not transferred assets for less than fair market value in the prior 60 months.

Establishes that penalty periods for asset transfers begin on the later of the first day of the month during the transfer or the date an otherwise eligible applicant applied for Medicaid.

Prohibits Medicaid ineligibility determinations based solely on inaccessible assets or assets discovered after application if the individual reports the discovery within 10 days and attempts to liquidate the asset.

Allows individuals to avoid ineligibility based on a single unliquidated asset if evidence shows the asset cannot be liquidated within 30 days.
