Repeals and replaces Section 16a-21b of the general statutes, effective October 1, 2017, to revise biodiesel blend requirements for heating oil sold in Connecticut.

Delays implementation of biodiesel blend mandates: 5% biodiesel by July 1, 2018 (previously 2012), 10% by July 1, 2020 (previously 2015), 15% by July 1, 2022 (previously 2017), and 20% by July 1, 2024 (previously 2020).

Removes requirement that New York, Massachusetts, and Rhode Island must first adopt substantially similar biodiesel blend requirements before Connecticut's provisions take effect.

Eliminates the "sufficient in-state production of biodiesel" definition and provisions allowing the Commissioner to delay implementation based on in-state production capacity assessments.

Maintains the Distillate Advisory Board to advise the Commissioner on industry status and barriers to increasing biodiesel blends, and preserves waiver authority for emergency supply shortages lasting 30-45 days.
