Caps annual expenses for consultant services and audit costs borne by telecommunications providers, public service companies providing telecommunications services, and persons seeking telecommunications certification at $200,000 per calendar year for all dockets and audits combined.

Applies the $200,000 annual cap to expenses under both section 16-8 (management audits) and section 16-18a (consultant services).

Modifies section 16-8(b) to specify that reasonable and proper audit expenses paid by telecommunications providers shall not exceed the $200,000 annual limit.

Adds new subsection (d) to section 16-18a establishing the $200,000 annual cap for all consultant and consultant services expenses.

Takes effect October 1, 2017.
