Extends temporary teacher certificates from 90 days to 180 days, renewable once for a consecutive school year, and changes the requirement from "successfully completed" to "enrolled in" an alternate route to certification program.

Increases superintendent contract terms from three years to five years maximum for both individual and jointly employed superintendents.

Allows boards of education that jointly employ a superintendent to reduce the number of board meetings or hold joint meetings, provided they meet at least quarterly.

Requires incorporated or endowed high schools and academies to submit annual certified audit statements and IRS Form 990s to the Commissioner of Education by July 1, 2018 and annually thereafter, with public posting required within 30 days.

Requires local and regional boards of education to review and hold public hearings on budget sections of endowed academies that receive public funds.
