Changes the State Contracting Standards Board quorum requirement from eight members (including at least one legislative appointee) to a majority of appointed members.

Adds new definitions including "Board," "Infrastructure facility," "Professional services," and "State employee" to the procurement statutes, and removes the requirement that two-thirds of board votes include a legislative appointee.

Restructures the board's authority from 10 items to 10 numbered provisions, emphasizing recommendations and reviews rather than mandatory actions, and changes triennial audits from mandatory ("shall") to discretionary ("may").

Extends deadlines for judicial and legislative branches to prepare procurement codes, and for higher education institutions and constitutional officers to adopt procurement codes, from 2011-2012 to June 30, 2019.

Repeals sections 4e-19 to 4e-24, 4e-26 to 4e-28, 4e-32, 4e-33, 4e-41, 4e-42, 4e-44 to 4e-46, and 4e-49, and extends contract dispute resolution timelines from 30 to 60 days.
