Modifies Section 46a-68 of the general statutes effective October 1, 2017, regarding state agency affirmative action plans and equal employment opportunity requirements.

Allows state agencies, departments, boards, and commissions to submit existing federal affirmative action or equal employment opportunity plans to the Commission on Human Rights and Opportunities in lieu of developing separate state plans, if the federal plan is in compliance with federal requirements.

Permits agencies to submit affirmative action plans in the form prescribed by 41 CFR 60-2 (federal regulations), subject to review and approval by the Commission on Human Rights and Opportunities for compliance with federal requirements.

Requires the executive director of the Commission on Human Rights and Opportunities to establish a filing schedule that does not require state agencies to submit plans more frequently than their federal filing requirements mandate.

Clarifies that the exception for federal compliance applies to all required affirmative action plan submissions and equal employment opportunity officer designations under state law.
