Delays the effective date for municipal public works contract and quasi-public agency project set-aside requirements from October 1, 2015 to July 1, 2019.

Requires municipalities awarding public works contracts to set aside at least 25 percent of state financial assistance for small contractors, with 25 percent of that amount reserved for minority business enterprises.

Requires contractors on quasi-public agency projects to comply with the same 25 percent set-aside requirements for small contractors and minority business enterprises.

Assigns the Commission on Human Rights and Opportunities responsibility for administering the set-aside program and conducting regular training sessions for municipalities, agencies, and contractors beginning July 1, 2019.

Establishes that contracts entered into between October 1, 2015 and the bill's effective date shall comply with previous statutory provisions rather than the amended requirements.
