Increases initial registration fee for transportation network companies with the Commissioner of Transportation from $50,000 to $5,000, effective January 1, 2018.

Requires transportation network company drivers to maintain primary automobile liability insurance with specified coverage limits: $50,000/$100,000/$25,000 when available but not engaged in rides, and $1,000,000 per accident when actively providing rides.

Modifies taxicab rooftop light requirement from "permanently attached electric rooftop light" to "an electric light attached to the rooftop," and removes requirement for three-inch permanent type for company phone number display, effective October 1, 2017.

Requires Commissioner of Motor Vehicles to consult with Commissioner of Transportation before adopting regulations concerning taxicab rooftop light attachment.

Removes provision that gave transportation network company insurance carriers automatic duty to defend claims in cases of disagreement between driver's personal insurance and company insurance regarding coverage responsibility.
