Commissioner of Children and Families must develop a comprehensive implementation plan across agencies to address mental, emotional, and behavioral health needs of all children in the state, effective July 1, 2017.

Implementation plan must include strategies for prevention-focused techniques, developmentally-appropriate services, family and youth engagement, cultural competency, data-informed quality assurance, and school-community mental health integration.

Plan must establish results-based accountability measures and apply data-informed quality assurance to track progress toward goals.

Requires collaboration with Department of Public Health, Department of Social Services, and Department of Mental Health and Addiction Services to develop early intervention programs and improve coordination of mental health services to children and parents.

Commissioner must submit status report by April 15, 2014, submit full implementation plan by October 1, 2014, and submit biennial progress reports through 2019 to the Governor and relevant legislative committees.
