Establishes a two-year pilot program (October 1, 2017 to September 30, 2018) in two administrative regions to mediate disputes between unit owners and condominium associations through probate courts.

Covers disputes related to association bylaws, rules, regulations, and Connecticut statutes chapters 825 and 828; excludes foreclosure actions and disputes exclusively between unit owners.

Requires written mediation requests with $250 filing fee, voluntary participation attestation from both parties, and assignment to special assignment probate judges with mediation expertise.

Protects mediation communications from disclosure unless all parties agree, disclosure is needed to enforce a resulting agreement, or court determines justice requires disclosure.

Amends section 45a-79b to allow special assignment probate judges' compensation to be capped at the maximum total compensation for workers' compensation commissioners rather than judges of probate.
