Adds "affordable housing pursuant to section 8-37pp" and "financial assistance for the development of quality rental housing and homeownership pursuant to section 8-336p" to the definition of administrative expenses eligible under bond-financed state housing programs, effective October 1, 2017.

Restructures the homelessness prevention and response fund to allow the Department of Housing to provide forgivable loans or grants to landlords for three purposes: (1) renovating multifamily homes including code compliance work, (2) funding ongoing maintenance and repair, or (3) capitalizing operating and replacement reserves, in exchange for landlord participation in rapid-rehousing or supportive housing programs requiring rent abatement and waived security deposits.

Authorizes the State Bond Commission to issue up to $30 million in bonds ($15 million effective July 1, 2016) for the homelessness prevention and response fund.

Allows the Department of Housing to use up to 5 percent of the total allocation for administrative expenses.

Requires the Connecticut Housing Finance Authority to submit the Low Income Housing Tax Credit program's qualified allocation plan to the General Assembly's housing committee at least 45 days before publication, with the committee having 30 days to approve, disapprove, or waive review; plan is deemed approved if committee does not act within 30 days.
