Allows Joanne Avoletta, Peter Avoletta, and Matthew Avoletta to present claims against the state to the Claims Commissioner despite missing the statutory filing deadline under Connecticut General Statutes section 4-148(a).

Claimants initially filed notice of their claims on May 2, 2007, for injuries allegedly occurring on September 15, 2006, which falls within the statute of limitations if viewed favorably toward the claimants.

Claims must be presented to the Claims Commissioner no later than one year after the act's effective date.

State is barred from using failure to comply with filing procedures, improper notice, or prior consideration of the claims as defenses.

General Assembly finds a public purpose in allowing full adjudication of cases involving alleged injuries from state actor conduct and deems waiving the filing deadline just and equitable under compelling circumstances.
