Exempts beverage containers sold for on-premises consumption at alcoholic liquor permit establishments from the requirement to have a refund deposit value, effective July 1, 2017.

Maintains existing five-cent minimum refund value requirement for carbonated and noncarbonated beverage containers sold in Connecticut, except for those consumed on interstate passenger carriers or at licensed alcohol establishments.

Requires all beverage containers with refund values to clearly display either the refund amount or words like "return for deposit" or "return for refund," plus either "Connecticut" or "Ct." marking, with an exception for glass containers with permanent brand name embossing.

Prohibits sale of metal beverage containers with detachable parts designed to open the container or containers connected by non-biodegradable materials.
