Prohibits intentional feeding, attraction, or enticement of potentially dangerous animals (felidae, canidae, and ursidae families) on non-state-owned lands without authorization.

Authorizes the Commissioner of Energy and Environmental Protection to adopt regulations prohibiting or restricting both intentional and unintentional feeding of potentially dangerous animals on non-state-owned lands.

Allows the Commissioner to adopt regulations prohibiting or restricting wildlife feeding on state-owned property, with procedures for public notice and comment before designating restricted areas.

Conservation officers and officers authorized to serve criminal process are empowered to enforce the provisions and any adopted regulations, with violations classified as infractions.

Defines "potentially dangerous animals" to include bobcats, coyotes, foxes, and black bears, effective from passage.
