Requires bee owners to register hives with the State Entomologist upon acquisition and annually by October 1st, receiving a free certificate of registration.

Increases the fine for failing to register bees from five dollars to twenty-five dollars.

Expands the State Entomologist's authority to quarantine and treat apiaries affected by not only foul brood disease but also insects, mites, parasitic organisms, and harmful bee species or subspecies.

Establishes qualifications for appointed bee inspectors requiring either five or more years of beekeeping experience or a minimum of three years of experience as a bee inspector at the federal or state level, plus Agricultural Research Technician II qualifications.

Increases penalties for violating inspection and quarantine provisions from fifty dollars to one hundred dollars for a first violation, three hundred dollars for a second violation, and five hundred dollars for third and subsequent violations.
