Modifies permit application notice procedures for water-related structures and dredging to require additional notice of public hearings at least 30 days in advance, with specifications for content and distribution to relevant officials and oyster ground owners.

Changes water reclassification procedures to make public hearings discretionary upon written request rather than mandatory, and removes the requirement to specify hearing dates in advance notices while still requiring newspaper publication and municipal notifications.

Expands notice of activity and use limitation requirements for remediated contaminated sites to include prior holders of property interests who signed the limitation, and clarifies enforcement obligations for successors and assignees.

Removes the requirement for the Commissioner of Energy and Environmental Protection to submit radiation source regulations to the Coordinator of Atomic Development Activities for a 30-day review period before effectiveness.

Changes the commissioner's authority regarding discharge permit exemptions from a mandatory obligation to adopt regulations by February 1, 2015, to discretionary authority to adopt such regulations without a deadline.

Adds a new requirement for the commissioner to notify the joint standing committee on environment at least 60 days before making changes to California motor vehicle emission standards incorporated into state regulations.

Extends the municipal moratorium on invasive plant sale ordinances from October 1, 2014, to October 1, 2019.
