Changes terminology from "intellectual disabilities" to "intellectual disability" throughout Connecticut General Statutes sections 17a-270, 17b-99a, 38a-488a, 38a-514, and 20-101 to reflect updated language conventions.

Modifies the Council on Developmental Services membership requirement to replace the autism spectrum disorder representative position with a relative or guardian of a person with intellectual disability, appointed by the House majority leader.

Expands authority for unlicensed assistive personnel to administer tube feedings to persons receiving employment opportunities, day services, residential services, or support from the Department of Developmental Services under physician or advanced practice registered nurse supervision.

Updates audit protocol requirements under section 17b-99a to apply to residential facilities for persons with intellectual disability certified as intermediate care facilities under the Medicaid program.

Repeals section 53-164 of the general statutes effective from passage; specifies all other changes effective October 1, 2017.
