Changes citation authority from mandatory ("shall immediately") to discretionary ("may") for the Commissioner of Public Health when violations are found at nursing homes.

Extends the deadline for nursing homes to contest citations from three days to five business days after receipt.

Modifies the informal conference process to allow the Commissioner five business days after the conference to notify the licensee of conclusions, and requires a contested case hearing under chapter 54 if the licensee disagrees.

Adds temporary management appointment as a new disciplinary action the Commissioner may take against nursing homes with substantial non-compliance, in accordance with 42 CFR 488.415.

Makes nursing homes responsible for violations committed by their employees or contractors, preventing facilities from defending citations by denying responsibility based on employee or contractor actions.
