Repeals and replaces Section 38a-318 of the general statutes, effective October 1, 2017, to expand who can request fire loss information from insurance companies.

Allows authorized agencies—including state and local fire marshals, the Insurance Commissioner, and certified police fire investigators—to request insurance records regarding fires of undetermined or incendiary origin.

Requires insurance companies to furnish relevant investigation materials (policies, premium records, claims history) to authorized agencies and to cooperate with requests if they suspect incendiary means caused the fire loss.

Protects insurance companies, agencies, and their personnel from civil liability or criminal prosecution for providing information under this section unless fraud, actual malice, or criminal conduct is involved.

Permits authorized agencies to share fire loss information with other authorized agencies and allows agencies to release information when required by criminal or civil proceedings.
