Amends section 14-12(c) to allow the Department of Motor Vehicles commissioner to appoint licensed dealers to issue new vehicle registrations for passenger vehicles, motorcycles, campers, and other vehicle types as determined by the commissioner, effective October 1, 2017.

Establishes a $10 fee that the commissioner charges dealers for each new dealer issue form furnished for vehicle registration purposes.

Requires persons purchasing vehicles from appointed dealers to file applications and pay registration fees to the dealer, who then transmits the application and fee to the commissioner according to prescribed procedures.

Amends section 14-40a(c) to refine motorcycle endorsement requirements, including mandatory completion of an approved novice motorcycle training course and an examination demonstrating proper knowledge and ability to operate a motorcycle safely, effective October 1, 2017.

Allows the commissioner to waive examination requirements for applicants on active military duty stationed outside the state who completed an approved training course within the preceding two years.
