Removes the 90-day minimum holding period for adult instruction permits as the sole requirement for obtaining a motor vehicle operator's license, effective October 1, 2017.

Requires all adult instruction permit holders to complete a minimum of 10 clock hours of behind-the-wheel, on-the-road instruction before taking the on-the-road skills test.

Allows permit holders to obtain a license after 45 days if they complete at least 4 of the 10 required instruction hours through a licensed drivers' school.

Permits holders to obtain a license after 90 days if they complete all 10 instruction hours through a licensed drivers' school, home training, or a combination thereof.

Exempts active-duty military personnel stationed outside the state and those with prior motor vehicle operator's licenses from the instruction hour and minimum holding period requirements.
