Extends tuition and extension fee waivers to veterans who performed service in time of war at Connecticut's regional community-technical colleges, Connecticut State University System, and University of Connecticut, effective July 1, 2017.

Waives extension fees for educational extension programs and summer school sessions for eligible veterans and Connecticut Army or Air National Guard members at all three higher education systems.

For veterans receiving federal Post-9/11 Veterans Educational Assistance Act benefits, institutions shall waive tuition and extension fees exceeding the federal veteran tuition benefit amount.

Adds new course enrollment fee waivers at Charter Oak State College for eligible veterans and active Connecticut National Guard members, with the same Post-9/11 benefit coordination provisions.

State appropriations shall reimburse institutions for tuition and extension fee waivers exceeding 5% of revenue for community-technical colleges or 2.5% of revenue for state universities and UConn.
