Adds subsection (29) to Connecticut's Freedom of Information Act exemptions to exclude records maintained by the Connecticut National Guard pursuant to federal law and subject to federal supervision by the National Guard Bureau in the Department of Defense.

Records accessible to or maintained by the Connecticut National Guard that may be requested and disclosed under the federal Freedom of Information Act (5 USC 552) are exempt from Connecticut's state FOIA requirements.

Directs individuals seeking Connecticut National Guard records to submit requests under the federal FOIA instead of Connecticut's state FOIA process.

Takes effect July 1, 2017.
