Expands the volunteer service program to serve members, veterans, their families, and the Military Department itself, removing the requirement that volunteers only serve those on active duty.

Establishes a volunteer service coordinator position within the Military Department's family program to coordinate voluntary services with municipalities, local organizations, and volunteers statewide.

Prohibits volunteers from providing services requiring state licenses, certificates, permits, or other credentials unless the volunteer holds the required qualifications.

Requires the Military Department to report annually by February 15th to the joint standing committee on veterans' and military affairs regarding voluntary services provided under the program during the previous calendar year.

Requires the Military Department to publicize the availability of therapy support groups to all armed forces members, including Connecticut National Guard members, and their families, with convenient referral information.
