Requires bills with financial impacts on electric ratepayers to include a ratepayer impact statement beginning with the 2019 legislative session, effective July 1, 2019.

Ratepayer impact statements must be prepared by the Office of Fiscal Analysis and assess whether a bill would likely increase, decrease, or have no impact on electricity costs for the majority of Connecticut electric ratepayers.

Bills with ratepayer impact requirements cannot be acted upon by either house without the statement appended, mirroring existing fiscal note requirements.

Amends existing fiscal note requirements to clarify that bills affecting personal income tax or corporation business tax must identify impacts on the Budget Reserve Fund deposits, effective July 1, 2019.

Modifies General Statutes Section 2-24 to require ratepayer impact statements be printed on bills alongside fiscal notes, effective July 1, 2017.
