Establishes a task force to examine the Department of Housing's administration of the Community Development Block Grant Disaster Recovery Program for Hurricane Sandy.

Task force shall review how funds were processed for Hurricane Sandy recovery and recommend ways to expedite future Community Development Block Grant Disaster Recovery Program distributions.

Comprises 9 members appointed by legislative leaders: 4 with land use/zoning or business experience, 3 municipal officers or employees from affected areas, and 2 property owners affected by Hurricane Sandy.

Task force members shall be appointed within 30 days of the effective date, hold first meeting within 60 days, and submit findings and recommendations by July 1, 2018.

Task force terminates upon submission of report or July 1, 2018, whichever is later.
