Changes the Commissioner of Social Services' authority from discretionary ("may implement") to mandatory ("shall develop") regarding creating an acuity-based Medicaid reimbursement methodology for nursing home services, with phased implementation beginning July 1, 2019.

Allows the Commissioners of Social Services and Developmental Services to contract with nursing home providers to establish services for individuals requiring nursing home level care who are eligible for Developmental Services, exempting such contracts from standard facility approval requirements.

Permits nursing homes to voluntarily reduce licensed bed capacity on a temporary basis while retaining the right to restore those beds to service, exempting such reductions from standard approval procedures under section 17b-352.

Modifies nursing home approval requirements to exclude voluntary bed reductions from the notification and permission process otherwise required for bed capacity changes, service terminations, or ownership transfers.
