Adds pregnancy as a qualifying event for special enrollment periods in health insurance plans, allowing pregnant employees to enroll at any time after pregnancy commencement with certification from a licensed health care provider.

Coverage under the new pregnancy-related special enrollment period becomes effective the first of the month in which the employee receives health care provider certification.

Applies the pregnancy enrollment provision to individual health insurance policies subject to the Affordable Care Act (Section 2) and small employer group plans (Section 1).

Requires health care centers, hospital service corporations, and medical service corporations to offer premium rates and special enrollment periods consistent with the amended requirements in sections 38a-481 and 38a-567.

All amendments are effective January 1, 2018.
