Authorizes Sarah DeMaria and Paul DeMaria to present claims against the state to the Claims Commissioner despite failing to file notice within the statutory time limitations required by section 4-148 of the general statutes.

Establishes that the claims must be presented to the Claims Commissioner no later than one year after the effective date of this act.

Bars the state from using failure to comply with notice requirements, improper or untimely notice, or prior consideration of the claim as defenses to these claims.

Finds that the claimants allege failure by state actors to detect malignant mesothelioma in Sarah DeMaria and that tolling the time limitations serves a public purpose by encouraging accountable state government through full adjudication.
