Authorizes the Commissioner of Administrative Services to delegate fire prevention and safety powers to the Connecticut Airport Authority through a memorandum of understanding, in addition to existing delegation authorities to the Department of Administrative Services and University of Connecticut.

Permits the Commissioner of Emergency Services and Public Protection to commission police officers designated by the Connecticut Airport Authority to act on airport premises, roads, and land under the authority's control.

Grants commissioned airport police officers arrest authority and the ability to take offenders before proper authorities for offenses committed within their precinct.

Updates statutory language to replace gendered terms ("policeman," "his," "said") with gender-neutral terminology ("police officer," "the police officer's," "the").

Both sections take effect upon passage of the act.
