Employees of the Connecticut Airport Authority hired before the effective date may elect to opt out of state employee retirement and group welfare benefits under chapters 66 and 67 as a one-time irrevocable choice.

All unclassified employees hired on or after the effective date of this section must participate in retirement and benefits plans implemented by the authority rather than state employee plans.

The authority may develop and implement its own retirement and group welfare benefit plans for participating employees, which are not subject to oversight by the State Employees Retirement Commission, Comptroller, Attorney General, or Insurance Commissioner.

The authority shall pay all costs, fees, contributions, and expenses associated with any retirement or group welfare benefit plans it establishes.

The effective date of the act is upon passage.
