Adds the Department of Public Health to entities that must be notified when individuals licensed or certified by that department are placed on the child abuse and neglect registry.

Clarifies school employee reporting requirements and investigation procedures, requiring superintendent notification within five working days and imposing mandatory suspension with pay when abuse/neglect is substantiated.

Allows DCF to charge reasonable fees for disclosed records exceeding 100 pages and establishes new subsidy eligibility criteria for children age 18-21 pursuing education or employment-related activities.
