Establishes protocols for investigations of child abuse and neglect of children birth to three years old, including appropriate supervision, home visits, and case supervision tools specific to this age group (effective July 1, 2017).

Requires the Commissioner of Children and Families to investigate imminent risk reports within two hours and all other reports within 72 hours, with investigations completed within 45 calendar days.

Creates a family assessment response program allowing reports to be referred to community providers for services without a full investigation when appropriate, with exclusions for sexual abuse, out-of-home placement abuse, serious injury/death cases, and unsafe situations.

Mandates that courts receive detailed reports on children placed in out-of-home care within 90 days and at subsequent placement changes, including information on placement safety, medical/developmental needs, and timelines for meeting those needs.

Requires the Commissioner of Children and Families to submit annual reports to the General Assembly on foster care licensing practices, including safeguards for licensing relative caregivers with abuse histories and the number of substantiated abuse reports in licensed foster homes.
